On July 27, 2010, the Western Climate Initiative (WCI) Partners released their Design for the WCI Regional Program , including a Detailed Design and summary of the main provisions of the program. The Program Design document expands on the Design Recommendations, which were finalized in September 2008, by providing additional details on the structure of the regional cap-and-trade program. Specifically, the Design draws on the white papers and recommendations produced by the WCI’s various subcommittees to describe the program elements that should be consistent across the jurisdictions while outlining those that may vary. However, some issues, such as the regional limit on the use of offset credits, are still undetermined. The Design is not intended as a model rule, but rather as a guide for jurisdiction in drafting legislation and regulations necessary to participate in the regional program.
