In a meeting on August 11, 2008, the New York Environmental Review Board voted unanimously to adopt the Department of Environmental Conservation’s (DEC) proposed regulations for participating in the Regional Greenhouse Gas Initiative (RGGI). DEC originally proposed the RGGI regulations (6 NYCRR Part 242) in October 2007, followed by a revised draft in May 2008. No substantive changes were made since the release of the revised proposal. Regulations pertaining to the auction of allowances are expected to be adopted by the New York State Energy Research and Development Authority on September 15. According to a press release by DEC, New York is planning to participate in the second auction of RGGI allowances in December.
