RGGI Allowance Prices Slip in Fourth Auction

On June 19, 2009, the RGGI states announced the results of the fourth regional auction of CO emission allowances, which took place two days earlier on June 17, 2009. As with the previous auction held in March 2009, RGGI states offered both current and future compliance period vintage allowances. A total of 30,887,620 vintage 2009 allowances and 2,172,540 vintage 2012 allowances were sold at the following clearing prices:

  • $3.23 for 2009 allowances; and
  • $2.06 for 2012 allowances

The average bid for 2009 allowances was $2.83 and the average bid for 2012 allowances was $2.31. In all, the auction raised approximately $104.2 million for the ten RGGI states.

Both clearing prices were significantly lower than those of the March auction, $3.51 and $2.06 respectively. However, according to the market monitor report, demand remained robust with entities bidding for 2.6 times the available quantity of 2009 allowances and 1.5 times the available quantity of 2012 allowances. Once again, the vast majority of allowances were awarded to compliance entities – 85 percent of 2009 allowances and 81 percent of 2012 allowances.
